Server slow down speed

Hi there, I'm just wondering if anyone has noticed a slow in the severs and if anyone could help with the slow down in speed on the following servers:

nyc.binaryboy.com
phx.binaryboy.com
ams.binaryboy.com

There were some problems a couple days ago that I thought were cleared up now. Maybe the problem has returned. Here's some info you can provide to help track down the problem:

If you're using Binary Boy, you'll see a greeting on the Log tab when you connect like this: "200 (newsfe16.lga) Welcome (Tornado v1.0.6)" Let me know what info is displayed after "newsfe" on the servers you're having trouble with.

Does it slow down only when downloading headers, only while downloading files or both?

Right now the article download speeds are around 4000Kbps. The header speeds are lower and the admin is looking into that.
